Blockchain has long been a buzzword, not a practical solution. In many industries, but nowhere is this clearer than in the public sector. The Flemish Department of Work and Social Economy (WSE) - now part of WEWIS - was no exception. As part of their innovation strategy, they wanted to take things further and try out their ideas. Their goal was clear: uncover where decentralized systems could create real added value, and identify concrete opportunities for blockchain in their digital landscape.
To do so, they started looking for a partner that offered a structured, guided approach, which meant:
Business and IT had to stay aligned throughout the entire process. Any serious exploration of emerging technology needed to clarify architecture impact, integration points, and benefits to core workflows. The ambition? Enabling leadership to confidently move from a single idea to a blockchain proof of concept. That’s when WSE involved The Value Hub for expert guidance.
We took off with a discovery track to map WSE’s priority processes and define clear value/fit criteria. This way, we were able to highlight when decentralized technologies make sense (and when they don’t). This created a shared language across teams and grounded the effort in technology evaluation & selection best practices.
Next, we facilitated a “Blockchain for Architects” workshop. Guided by an experienced facilitator from The Value Hub, teams transformed raw ideas into three concrete concept briefs, each with defined goals, stakeholders, data flows and expected outcomes. Together, we prioritized the most promising ones and prepared two concise, management-ready proposals for senior leadership.
To bring these ideas to life, we built a demo app as a proof-of-concept. It visualized selected cross-department workflows, which served as a concrete basis for further discussions. During a broad stakeholder session, we gathered structured feedback, refined the concepts, and validated the value assumptions.
Finally, we facilitated a technical deep dive with the IT department. This session explored architectural implications, assessed system compatibility, and identified what was needed for rollout readiness. The result was a concrete roadmap that provided clarity on the next steps to take towards implementation.

Following the workshop, demo and PoC, all WSE teams - both business and IT - had a clear, shared understanding of blockchain technology, decentralized systems, and their applicability to real public-sector challenges. With this foundation, WSE was well-positioned to prepare for a future implementation of these principles within their application landscape.

Thanks to this multidisciplinary approach, WSE confidently took the next step in exploring blockchain for public-sector objectives. They learned from our repeatable framework which they can now apply to other emerging technologies such as AI and data platforms.
